Deputy Director – Public Health

Term of Service – Contract

Reporting to: – (County Director Preventive and Promotion Services – Health)

Duties and Responsibilities

  • Provide overall leadership in preventive medicine, communicable disease control, advisory on public health issues, direct food programs and manage contamination control mechanisms
  • Provide administrative and information support to the investigation of single/sporadic episodes of infection and to incidents or outbreaks of communicable disease as required.
  • Coordinate effective technical surveillance of communicable diseases, data management, analysis and report writing for the Disease Early Warning Systems
  • Coordinate monitoring of potential public health emergencies of national and international concern.
  • Direct public health education programs dealing with topics such as preventable diseases, injuries, food service sanitation, water supply safety, sewage and waste disposal, insect control, and immunizations.
  • Develop ways of providing appropriate and accurate information about people’s health, what social and behavioural factors can affect their health, and what can be done to improve health.
  • Work within the local community to promote engagement in health issues and to challenge social, environmental and economic norms to alleviate their impact on public and individual health.
  • Coordinate and mobilize community user groups, including formation of effective household based sanitation committees and water user management committees to within the county.
  • Coordinate or integrate the resources of health care institutions, social service agencies, public safety workers, or other organizations to improve the community health.
  • Prepare preventive health reports including problem descriptions, analyses, alternative solutions, and recommendations.

Requirements for Appointment

  • Bachelor’s degree preferably in Public Health, Environmental Studies or equivalent
  • Master or post graduate diploma in public health, environmental studies or equivalent will be an added advantage
  • minimum of five years’ experience including operational and field experience in liaising with governmental authorities and other partners
  • Must be knowledgeable of legislations, regulations and policies guiding public health and sanitation
  • Ability to demonstrate both public health and health systems aptitude
  • Ability to work independently, self-motivate and to propose and implement new initiatives
  • Ability to be effective in high-pressure situations, handle multiple tasks simultaneously, and set priorities

Deputy Director – Special Programs

Term of Service – Contract

Reporting To: – County Director Preventive and Promotion Services – Health

Duties and Responsibilities

  • Provide technical and programmatic guidance and advice on the implementation of special programs: HIV, TB, Leprosy, Malaria and kalazaar.
  • Provide expert technical and programmatic advice on the planning, design and implementation of special programs to optimally diagnose, link, treat and retain patients to reduce the burden of diseases.
  • Provide expert technical advice on issues within continuum of clinical service delivery, including relevant testing, care, treatment, strategic information and health systems issues.
  • Provide technical guidance on the decentralization and integration of programmatic services.
  • Analyzing, synthesizing and disseminating key research findings and best practices on the various programs to concerned parties in the county/country
  • Direct and participate in the design and development of programmatic services presentations, reference materials, speeches and preparing reports and other documents as required
  • Lead the effort to promote interagency collaboration and strengthen coordination with other partners involved in special programs support.
  • Participate in professional meetings as appropriate to scope of work.

Requirements Appointment

  • Bachelor’s degree in medicine, Public health or equivalent
  • Master’s degree or post graduate Diploma in public health or other related field with an emphasis on infectious diseases preferred.
  • Minimum five years’ experience, two of which must be in public health programs with emphasis on infectious diseases, HIV and TB.
  • Demonstrated management experience in special programs.
  • Must be knowledgeable of legislations, regulations and policies guiding provision of these special programs
  • Ability to demonstrate both public health and health systems aptitude
  • Ability to work independently, self

Deputy Director – Family Health Services

Term of Service – Contract

Reporting to: – County Director Preventive and Promotion Services – Health

Duties and Responsibilities

  • Coordinate and implement maternal and child health, nutrition and immunization services
  • Develop strategic plans, policies and procedures which enhance the standards of practice and effectiveness of Maternal and Child Health Services.
  • Plan strategic and operational service delivery including identifying opportunities for Service development; Enhanced service quality; and Enhanced Child and Family Services infrastructure
  • Provide technical assistance including compiling, reviewing, analyzing and evaluating data; preparing reports, oversight and evaluation of strategic plans, responding to inquiries and recommending appropriate action on all matters pertaining to maternal and child health services
  • Plan, develop, coordinate and implement birth outcome initiatives, infant mortality prevention activities, and county and national-level maternal mortality initiatives
  • Conduct research and analysis including quality improvement activities of maternal and infant mortality reduction, and collaborate with internal and external stakeholders, share best practices, and develop plans for education and implementation of quality improvement policies, procedures and programs in maternal and infant mortality reduction.
  • Identify areas for program expansion and supports needs based on emerging practice standards and county and national-level activities
  • Work with all health care providers to ensure the provisions and accessibility of required health services for mothers and children.
  • Review technical quality of maternal and child health services in the field by conducting site visits, meeting with focal persons and managers in the field, providing expert technical assistance, monitoring progress, and reviewing and analyzing results.
  • Design and implement appropriate training packages for health-facility and community based teams, especially with regard to promoting safe motherhood and child survival.
  • Provide technical and strategic guidance to implementing partners and field based teams on integrated maternal and child health programs in line with county and national policies.
  • Represent the department in meetings and forums concerning MCR services

Requirements Appointment

  • Minimum of a bachelor’s degree in public health, nursing, health education or equivalent.
  • Minimum of five years’ experience in a position involving community health education, public health, maternal and child health, or related health services.
  • Must be knowledgeable of legislations, regulations and policies guiding provision of maternal and child health services
  • Ability to demonstrate both public health and health systems aptitude
  • Ability to work independently, self-motivate and to propose and implement new initiatives
  • Ability to be effective in high-pressure situations, handle multiple tasks simultaneously, and set priorities
