The Higher Education Loans Board is a state corporation whose mandate is to source for funds and provide loans, scholarships and bursaries to Kenyans studying in recognized institutions of higher learning.
The Board desires to carry out a mid term review of its Strategic Plan 2009 – 2014 and align its vision, mission, the entire organization and staff to effectively achieve its mandate.
The Board would also like to institute an effective Performance Management System that will organize and monitor implementation of the Strategy as well as communicate progress and performance to all its stakeholders.

Youth Enterprise Development Fund (YEDF) Expression of Interest to Develop a Strategic Plan

Background
The Youth Enterprise Development Fund (YEDF) is a project of Vision 2030 and is the leading youth economic empowerment agency in Sub-Saharan Africa. The Fund provides loans and other enterprise development solution services to Kenyans aged 18 to 35 years.
Over the last five years the Fund has financed over 130,000 youth enterprises, and supported thousands others through its business development services and through the jobs abroad programme.
The Fund now aims to enhance its functions and to discharge its mandates more efficiently and diligently, to contribute towards alleviating youth unemployment in Kenya. Consequently the Fund invites Expressions of Interest to develop its second strategic plan, which will guide its operations for the next five years.

1. The Government of Kenya has applied for a Project Preparation Advance from the International Development Association (IDA) and intends to apply part of the proceeds of this Advance to payments under the contract for Consultancy Services for the Technical Assistance for the Preparation of Nairobi Metropolitan Services Improvement Project (NaMSIP)
2. The tasks to be carried out will include but not be limited to:
a) Assistance and Advice to the Programme Coordinator in management of the NaMSIP, especially in preparing the project for World Bank Board Presentation and subsequently supporting its initial implementation, in accordance with the procedures and requirements of the World Bank.
