Job Purpose:

The Land Officer will form the link between the field and the office, checking on plots of land found by the team of property scouts, verifying their suitability to build a school, verifying the ownership of the plot, dealing with youths, elders and government officials to ensure a clean and efficient purchasing process.

Responsibilities (Functions and duties):  

  • Meeting and dealing with land agents and vendors
  • Meeting and dealing with community members and government officials
  • Recognising potential  conflict surrounding land and land purchases, often including tribal issues
  • Holding community meetings and barazas, where you represent Bridge International Academies
  • Writing briefing notes
  • Investigating conflicting land ownership claims
  • Establishing and utilizing contacts at various government agencies to find clear information on land ownership
  • Locating and explaining plot positions on a variety of mapping interfaces

Experience:

  • One (1) year of experience in land, community negotiations or related experience

  • Knowledge of informal settlements and how land transactions are proceed in these areas
  • Knowledge and being comfortable in negotiating situations, including land purchases
  • Experience in the field negotiating land purchases
  • Experience in working in very poor communities
  • Experience in dealing with sensitive issues regarding land
  • Knowledge of how to deal with numbers and maps
  • Knowledge and experience in basic computer programs
  • Knowledge and experience in using GPS units or other GIS technology

About this position:

Job Purpose:

Overall responsibility for Bridge International Academies Land Acquisition, Land Legal, Design and Construction programs and all facets of the development program and team.

Responsibilities (Functions and duties)

  • Ensure the successful acquisition of land and the subsequent building of schools throughout the Bridge International system is at or above budgeted levels at all times and in compliance with all operating and financial standards and requirements.
  • Direct and coordinate activities of the land search, negotiation and acquisition, legal vetting and contact finalization, design and construction teams.
  • Manage staff, preparing work schedules and assigning specific duties. Determine staffing requirements, and interview, hire and train new employees, or oversee those personnel processes.
  • Review financial statements and ensure the proper flow of funds throughout the land acquisition process. Manage productivity and activity reports, and other performance data to measure cost effectiveness and goal achievement and to determine areas needing cost reduction and programme improvement. Determine the priority for technology and process improvements, based on forecasts of customer demand.
  • Establish and implement departmental policies, goals, objectives, and procedures, conferring with the relevant Heads of Departments as necessary
  • Work with other Heads of Departments to ensure all timelines are met in relation to the construction of schools in various regions.
  • Monitor the costs to ensure budgetary limits are maintained on all school construction projects.
  • Oversee activities directly related to purchasing or leasing land and constructing schools or providing additional guidance as agreed from time to time.
  • Keep abreast of the activities of land opportunities in the market and network extensively with the community leaders, land brokers and the government ministries.
  • Manage the operational risk through the diligent application of internal controls and pro-active action to keep within agreed key performance indicators. Hold monthly reviews of activity and risk assessments with the teams in the department.
  • Obtain strong contacts in the land, construction and brokerage community to be able to identify potential acquisitions and sites from a variety of sources (including both land deals as well as leaseholds at favourable prices).
  • Liaise with the relevant government ministries and other players on land and construction, including heavy site construction processes and techniques, geotechnical engineering practices, land planning, civil engineering and architectural design processes, codes and regulations pertaining to land development and construction;
  • Provide guidance to the teams on negotiation pertaining to land acquisition/leaseholds.
  • Drive the forward planning of the engineering and design processes in all regions to ensure that we are delivering the best possible product within the financial model required within the Bridge financial model.

Role Reports: As requested by the Chief Operating Officer

Experience: Minimum of twelve (12) years of experience in Construction, Land acquisition, or related experience including at least at least 5 years of experience in a senior management role for a large multinational organization.

Qualifications:

Academic: Bachelor of Science in Construction Management, Land Surveying or related field or a Business Management Degree. Masters Degree is an advantage

Professional:

Specialist knowledge required:

  • Wide experience in land acquisition, construction and/or project development;
  • knowledge of the local land market; local building codes and other government regulations;
  • Ability to build and maintain relationships with local suppliers, architects and other trade professionals.;
  • Demonstrated ability to build and maintain new relationships with key leaders in community, commercial and/or industrial markets.

Kenya Red Cross Society Environmental and Social Impact Assessment and Design, Drawings and Bill of Quantities for Water Facilities Call for Consultancies

The Kenya Red Cross Society (KRCS) is a humanitarian relief organisation created in 1965 through an Act of Parliament, Cap 256 of the Laws of Kenya. As a voluntary organisation, the Society operates through a network of eight Regions and 62 Branches spread throughout the country.

The Society is a member of the International Red Cross and Red Crescent Movement, the largest humanitarian relief Movement represented in 187 countries worldwide. Its mission is to be the leading humanitarian organization in Kenya that is self-sustaining, delivering excellent quality service of preventing and alleviating human suffering to the most vulnerable in the community.

As part of the drought response and mitigation initiatives, the Society plans to invest in medium to long term sustainability projects that focus on food security and livelihood improvement in North Turkana, East Pokot and Moyale.

The Society now calls for Expressions of Interest from qualified consultants in the following areas:

1. Environmental and Social Impact Assessment

Overall Responsibility:

The consulting firm or institution will conduct a detailed Environmental and Social Impact assessment in the 3 proposed project areas in Turkana North, East Pokot and Moyale.

Specific Objectives

  • Identify positive and negative impacts as well as appropriate interventions during construction and operation.
  • Collect and collate baseline socioeconomic data of the project area and potential impact expected from project construction, implementation and operation.
  • Develop an Environmental Monitoring Program (EMP) during construction and operation, present plans to minimize, mitigate and/or eliminate negative effects and impacts and describe how the plan will be implemented.
  • Identify and contact stakeholders, facilitate public consultation and workshops at an appropriate time in the assignment schedule.
  • Gather and provide any other data and information that will be useful for the study.

Deliverables

  • A final report including conclusions and suggested recommendations for an effective and efficient implementation of activities

Qualifications

The lead consultant should posses a minimum of post graduate degree in Natural Resource Management, Civil Engineering or a related field and must be registered and licensed by NEMA to conduct Environmental Impact assessments.

The proposed team should also possess relevant public health/sociology/agronomy/research background with adequate relevant experience.

2. Design, Drawings and Bill of Quantities for Water Facilities

Kenya Red Cross Society would like to solicit for an Expression of Interest for preparation of Designs, Drawings and Bill of quantities of 5 sand dams in Turkana North District and 1 water pan in East Pokot District.

Overall Responsibility:

The consultant shall be responsible for assessments and preparation of designs, drawings and Bill of quantities of 5 sand dams in 4 locations in Turkana North, namely Lagga Kotome (2), Ekicheles (1), Longolemar (1), and one location East Pokot, namely Kollowa.

Specific Objectives

  • Carry out detailed site measurements and tests
  • Assess the water demand for each system
  • Analyse soil formations ( dam site geophysical and geotechnical data)
  • Design technically sound water supply systems including source development, abstraction, transmission and storage that are relevant to the proposed intervention and geographical location.

Deliverables

  • A final design report for each water system
  • A full set of detailed drawing for all the water systems
  • A full set of priced Bill of Quantities for each system complete with a schedule of technical specifications the contractor should adhere to.

Qualifications

The consultant shall have a team of technically competent civil engineers and surveyors.

  • Planning, analysis as well as preparation of final accounts.

  • Supervision of construction works and advising the Chief Quantity Surveyor on matters of construction contracts and participation in project site meetings.

Job Requirements

  • Possess a Bachelors of Arts degree in Quantity Surveying or Building Economics from a recognized University
  • Have nine (9) years post graduate experience in Quantity Survey work in a busy environment.
  • Be registered by the Board of Registration of Architects and Quantity Surveyors for at least six (6) years.
  • Be computer literate in the use of Quantity Surveying software, preferably Win- Qs.
