Operations & Administration Manager

The Operations & Administration Manager is responsible for providing professional administrative services for effective support of the organization and program teams.

The Manager will oversee and implement effective systems for procurement, office administration and operations, physical facilities and transport management.

Key responsibilities

  • Oversee the administration and operations services of the organization
  • Coordinate the provision of administrative and general services within the organization inclusive of office space, office security, equipment & facilities, repairs and maintenance office supplies to ensure smooth running of the program
  • Lead the procurement section in ensuring compliance with donor regulation
  • Streamline and implement administrative standard operating procedures (SOP) for all office operations and use of motor vehicles
  • Develop innovative systems to improve efficiency and cost-effectiveness of the administrative operations
  • Monitor and control office administration budgets for contracts, equipment and office supplies
  • Manage expatriate housing, work permit approvals and renewals
  • Oversee local and international travel, shipments and safe custody of company assets

Education and Experience

  • Bachelors degree in business administration, public administration, social sciences or related field
  • Minimum of 5 years relevant experience and sound background in managing administration functions; experience with USAID-funded projects a strong asset.
  • Good organization skills and ability to pay attention to detail
  • Ability to be discrete and maintain high levels of confidentiality
  • Experienced in managing teams and supervising multi-cultural staff

Procurement Officer

Ref: PO/02/2012

The successful candidate will provide procurement support for IntraHealth Kenya office. This position reports to Operations & Administration Manager.

Key Responsibilities

  • Serve as the lead procurement officer, ensuring compliance with IntraHealth and donor specific procurement/cost regulations.
  • Set up and continuously appraise the procurement systems/processes that will meet IntraHealth’s auditing standards.
  • Prepare and carry out annual pre-qualification of suppliers for major services/goods and ensure that the competitive bids are sourced from time to time.
  • Take lead in the procurement for both routine and non-routine; which include obtaining quotations, compiling selection summary in accordance with the policy and preparing local purchase orders/contracts.
  • Ensure ordered services and goods are provided satisfactorily and invoices for such services are received and reconciled in a timely manner
  • Maintain a record of invoices for reconciliation with Orders (LPOs).
  • Maintain a filing system for all procurement records.
  • Inventory maintenance and generation of reports as required

Qualifications and Experience

  • A diploma or bachelor’s degree in supply chain management, business administration, public administration or equivalent.
  • Preferred professional qualification in CIPS or other procurement certification.
  • At least 3 years working experience in a procurement role for an International NGO.
  • Knowledgeable in donor requirements and/or international procurement best practices.
  • Good communicator, team player and strong organizational skills
  • Ability to work with minimum supervision and can deliver on agreed timelines.
  • Demonstrate high level of integrity.
  • Ability to demonstrate working knowledge of key computer programs.

Terms of reference: Fundraising and Communications Officer

The purpose of the position:

Under the general guidance of the Regional programme manager and the Fundraising and Communications manager, and with frequent interaction and technical support from the communications and fundraising department of ICS Netherlands, the incumbent will be responsible for developing/translating and implementing the communications and fundraising initiatives of ICS Africa.

The position will be based in the ICS Africa regional offices in Nairobi.

Key areas of accountability

Fundraising

  • Consolidate existing partnership with major international and corporate donors to maintain or increase their contributions to ICS programmes; ensuring additional income by first half of 2013. Fundraising targets have been set per programme
  • Research corporate landscape – A mapping and segmentation of corporate prospects in the region with research to include, interests and potential range of investors and /partnerships, etc.
  • New Prospects: Ensure follow-up contact with prospects who have expressed interest in partnering with ICS. Significantly expand prospect base by targeting specific private sector companies and international donors
  • Organize and implement donor/investor cultivation events in the region
  • Ensure donors and partners receive consistent, quality communications and have highly effective opportunities to engage with ICS  programmes.
  • Write fundraising materials, including letters of inquiry, grant proposals, acknowledgement letters, and other donor-targeted content.
  • Develop and maintain ICS donation and prospect records in a fundraising database,
  • Monitoring of fundraising costs and income against plan. Ensuring correct procedures followed and donor/investor requirements are clear to the programme teams

Communication

  • Develop/translate and implement the ICS Africa communications strategy
  • Will have a primary responsibility for  internal and external communications of ICS Africa  including liaison with internal and external partners, stakeholders, foundations , government, the media  and potential investors ;
  • Brand visibility: Promote the new ICS brand with clear messaging and targeting of specific audiences.  The new brand is expected to gain regional and global recognition over time.
  • Lead communications efforts around various events planned within ICS Africa, including knowledge fairs, ICS regional and international meetings, conferences, workshops hosted by ICS etc.
  • Lead the development of communications material on results and impact, also in support of the ongoing fundraising campaigns. Lead and coordinate materials that ‘sell’ the relevance of ICS programmes
  • Provide active guidance on more optimal use and work on improvements of website, including social media and production of new audiovisual materials.
  • Maintain and strengthen the existing partnership with civil society organizations, foundations and other external and new partners.
  • Lead the development of the production ICS annual reports and lead on preparation of related communications material.
  • Develop/provide input to briefing notes, press releases, communiqués, talking points and speeches for external and internal communications

Educational background & previous work experience:

  • A degree in a relevant field: Business administration, business management, communications, public/international relations, or  journalism
  • At least 5 year’s work experience in fundraising, communications and/or public relations, media,  and an entrepreneurial spirit.
  • Sales (of organizations projects) – and account management experience a must
  • Knowledge of current theories and practices in fundraising, marketing and communications highly desirable.
  • MA in a relevant field is an asset;
  • Work experience within a national/international project is  a must

Competencies required

  • Proven ability to design and implement complex resource mobilization strategies and to bring additional income in
  • Proven ability to open new doors, to built a network of organizations and funds that are willing to support ICS financially
  • Proven ability to conceptualize, design and implement major campaigns, including in the field of marketing and branding, especially utilising modern communication tools and processes

Terms of Reference: Climate Change Adaptation among Pastoralists of Tana River Project Baseline Survey

Introduction and Background

The effects of climate change are here with us and their evidence is prominent. The same sentiments are echoed in the National Climate Change Response Strategy that “the evidence of climate change in Kenya is unmistakable’’. Temperatures have become risen throughout the country.

Rainfall has become irregular and unpredictable and when it rains, down pour is more intense. Currently, 80% of Kenya is Arid and Semi Arid Lands and by extension most of her population depend on these lands for livelihood support. Kenya also derives over 40% of her GDP from the environment and natural resource based sectors such as agriculture, energy, forestry, tourism and water.

Climate change is expected to exacerbate the already serious challenges to food security and economic development, especially on the rural agriculture dependent populations that are already struggling to meet challenges posed by existing climatic variability (IPPC, 2007).

Climate change and rainfall patterns already have significant impacts on agricultural productivity (for instance, increased occurrences of crop failures, low yields, extreme temperatures, etc). Most climate modelling scenarios indicate that the ASALs of Kenya, for instance, will be severely affected by droughts and high temperatures in the years to come. A greater frequency of droughts and flash floods has already been observed in recent years.

In response the government of Kenya in 2010 formulated and adopted a National Climate Change Response Strategy for Kenya. This provides a road map for proposed and ongoing adaptation and mitigation strategies. However, the marginalised communities like pastoralists could be left behind in this noble process.

Therefore it is imperative for a people driven approach to climate change adaptation and mitigation. The project intends to address policy gaps as evident in the National climate change response strategy.

Project Description

In view of the above, TPF implements this project in Tana Delta District and covers Garsen, Tarasaa and Kipini Divisions.

In total at the local level, the project covers 15 administrative locations and 32 Sub – locations.

The overall project objective is to enhance the understanding and ability of communities to participate in climate change adaptation and mitigation through awareness creation, advocacy and lobbying. The project duration is 24 months.

Overall Project Goal: The overall project goal is to enhance capacities of Tana pastoralist communities to cope with impacts of climate change.

Objectives of the project

Objective 1: To increase the participation of pastoralist communities in the adaptation to climate change for sustainable development in Tana Delta District.

Objective 2: Creating linkages with relevant institutions that will promote resilience on climate change among communities within Tana Region.

Objective of the baseline

The main objective of the baseline study is to provide reliable baseline information on climate change adaptation, impacts on livelihoods for the target localities in the regional administrations which will be used as benchmarks against which changes and progress of achievements can be measured and evaluated using verifiable indicators presented in the logical framework during the project implementation phase.

Scope of work and methodology

The consultant shall carry out the following activities:

Activity 1 – Revision, design and field test of the base line survey instrument:

  • Review of key documents, logic model, project proposal, etc
  • Consultation with local partners and TPF on survey plans
  • Preparation of draft instrument
  • Final draft of the instrument for the survey, translation, field test and adjustments.
  • Consultation with TPF staff on modifications to the survey instrument before and after field testing.

Activity 2A – Sampling:

  • Design sampling strategy based methodology
  • Calculate sample size agreed-upon methodologies
  • Conduct sampling
  • Include the above in the final report to TPF

Activity 2B– Plan, design, and implement training of enumerators and supervisors:

  • Recruitment of sufficient number of enumerators.
  • Preparation of training plan, field work protocols according to agreed methodologies.
  • Implementation of training for enumerators including responsibility for logistics – venue, snacks, equipment, etc.
  • Creation of the data entry plan entry, cleaning, and analysis.
  • Discussion with local partners and CIP/Staff.

Activity 3– Implement and supervise field data collection, data input and cleaning:

  • Coordination with TPF staff
  • Preparation of materials and equipment
  • Notification to partners and communities
  • Deployment of enumerators to the field.
  • Conduct data processing: (1) primary processing , comparison and validation of files, clean files, tabulations

Activity 4 – Analyze and synthesize data; and prepare report

  • Preparation of initial results in output tables.
  • Discussion with TPF on initial results
  • Data analysis and synthesis.
  • Revision of impact indicators and discussion
  • Report preparation in English

Activity 5 – Conduct final presentation.

  • Coordination for final presentation to TPF staff in English
  • Deliver final report, documents, files, and other materials

Qualification and Technical Competencies

  • A degree in Environmental Management and/or related fields with bias in project planning and management, monitoring and evaluation or community development.
  • Knowledgeable in climate change adaptation and mitigation advocacy.
  • Having good understanding and clear knowledge of environmental planning and management (especially climate change).

Experience

  • Extensive knowledge and at least 5 years’ development experience on environmental management or related issues.
  • At least 5 years of comparative experience at progressively senior levels in the design, planning and implementation of projects, especially those associated with environmental protection and management.
  • Excellent communication skills (written & oral English) are an essential requirement.
  • Sound analytic and technical competence in analyzing and proffering solutions to environmental problems.
  • Knowledge of the Tana River County particularly the communities’ resident there.

Deliverables

  • Final instrument for the baseline survey and tracking sheet for entry of baseline data
  • Detailed report on the sampling, including specifics on the design, methodology, and sample size calculations
  • Data entry and analysis plan
  • Training of required number of enumerators, supervisors and data entry staff.
  • Electronic files with all raw data in 2 CDs.
  • Two printed and 2 electronic copies on CDs of the final report in English , to include:

About the position

The African Forest Forum is recruiting for the position of a Senior Programme Officer to be based at its headquarters in Nairobi, Kenya, or some other location, reporting directly to the Executive Secretary.

Duties and responsibilities

  • To coordinate and provide leadership in the development of priorities and implementation of activities on:
  1. Climate change as it relates to forest resources and livelihoods;
  2. The fuel-fibre-food nexus;
  3. Forest-water relations.
  • To articulate the interactions among the three items above.
  • To represent the AFF, on behalf of the Executive Secretary, on matters relating to the above duties, and on any other matters as directed by the Executive Secretary and the Governing Council of AFF.

  • Master’s degree in forestry, environment, natural resources management or related area.
