Health Poverty Action (HPA), formerly Health Unlimited, works with some of the poorest and most marginalised communities in Africa, Asia and Latin America, often in very difficult environments. We work to enable these communities to achieve improvements to their health, promoting this as one of their fundamental human rights.

In May 2011 HPA received an award of a grant contract with the European Union to implement a cross-border MCH project covering Mandera County in Kenya and Dolo Ado District in Ethiopia.

The four-year project is entitled REalising maternal and Child Health rights in difficult environments (REACH) and will be implemented in close partnership with local NGO partners, most notably the Emergency Pastoralist Assistance Group (EPAG) in Kenya and the Pastoralist Concern (PC) in Ethiopia and the Ministry of Health on both sides of the border.

The overall objective of the project is: “Improved health outcomes for pastoralist mothers and children in Ethiopia and Kenya towards the achievement of MCH related Millennium Development Goals (MDGs)”

The aim of the proposed exercise will be to assess the organizational capacity of local partners through carrying out an in-depth assessment and providing clear direction for addressing the local partners’ organizational needs effectively.

The OCA, which will involve participation of both cross-border partners, EPAG and PC, will have the following components:

1) Assess and identify the strengths and weaknesses of the local partners in the areas of organizational development, and

2) Generate an Institutional Strengthening Plan (ISP) relevant to the target local partners and tailored to their specific organizational needs.

Partner Associate
x 2 (Nairobi & Kisumu)

Purpose: To build the capacity of local implementing partners (LIPs) to effectively deliver the Kenya Mentor Mother Program (KMMP) according to national guidelines. Each position works in close collaboration with key m2m and MOH colleagues. The positions report to the Senior Program Manager and are based in Nairobi and Kisumu respectively.

Key Areas of Responsibility:

  • Support senior staff to select LIPs for engagement and facilitate initial orientations
  •  Support the development of m2m’s capacity building program for LIPs, including defining objectives and developing program resource materials
  • Coordinate LIP engagement at the regional level and engage programmatic staff within each LIP organization, building effective relationships and cultivating commitment
  • Conduct external assessments of LIPs in relation to defined national guidelines
  • Develop workplans for services to be delivered to each LIP
  • Facilitate training to LIPs on standardized content
  • Provide ongoing tailored support to LIPs aligned to identified support needs
  • Draw on m2m service delivery at model sites to capacitate LIPs, in partnership with the Regional Manager
  • Continuously evaluate the effectiveness of capacity building interventions and promote program quality
  • Gather and disseminate lessons learned and best practices, and contribute to report writing for donors and other key stakeholders
  • Participate in the m2m Kenya extended management team, reflect on program progress and make recommendations for improvement
  • Ensure accurate and timely communication with LIP staff, key stakeholders, the Senior Program Manager and m2m headquarters in Cape Town, South Africa
  • Perform any other duties assigned by the Senior Program Manager

Qualifications and Experience Required:

  • Bachelor’s degree or equivalent in public health or a related field; relevant Master’s degree an advantage
  • Minimum of 5 years experience in public health program management
  • Direct experience managing a PMTCT peer education and psychosocial support program (with m2m or elsewhere)
  • Experience with managing USG-funded health programs a distinct advantage

Competencies Required:

  • Proven abilities in project design, management and evaluation
  • Ability to lead, inspire and motivate others
  • Demonstrated ability to think critically and creatively and to facilitate collective problem-solving
  • Excellent interpersonal skills and ability to develop and maintain relationships at multiple levels

Consultancy for the Development of the Health Sector Gender Policy

1. Background

Health policies and programs have tended to focus on biological and clinical aspects of diagnosis, treatment and prevention. A gender approach in health, while not excluding biological factors, considers the critical roles that health determinants such as social and cultural factors and power relations between women/girls and men/boys play in promoting and protecting or impeding health.

The Government of Kenya through the Ministries of Health and in collaboration with UNFPA would like to procure a consultant to guide in the development of a Health Sector Gender policy.

The aim of the policy is to contribute to the achievement of gender equality in health status and health development through research, policies, and programs which give due attention to gender differences in health and its determinants, and actively promote equality between women and men.

2. The Objectives of the Consultancy are to:

  • Produce an Inception Report detailing the work plan and methodology to be used.
  • Consult with all relevant stakeholders in the areas of Health and Gender including line government ministries, civil society organization and development partners in developing the policy.
  • Consult and report to an identified working group overseeing the process.
  • Develop the Policy, providing a draft and final report of the policy in soft and hard copies

3. Qualifications of Consultant

  • At least a Masters/Postgraduate degree in Public Health, Gender, Development or other Social Science.
  • At least 5years work experience in Gender and Health programs and policies.
  • Familiarity with government systems and procedures, current health sector reform programs and Constitution of Kenya.
  • Strong communication and report writing skills.

USAID APHIAplus Nairobi / Coast Prevention Implementers Expression of Interest

APHIAplus Nairobi / Coast is a Health Service Delivery project funded by USAID.

APHIAplus supports integrated service delivery in technical areas of HIV/AIDS, malaria, family planning, tuberculosis, Maternal, Neonatal and Child Health and interventions related to the social determinants of health.

APHIAplus works through existing government health systems in Kenya as a build up to sustainability and is aligned to GoK policies and strategies.

Key thematic areas of APHIAplus include prevention and response to gender based violence (GBV) and child protection which are integrated within the project.

To facilitate the integration of GBV prevention and response and child protection, the project has issued this call for Expression of Interest to Private Sector Organizations, Non-Governmental Organizations, Faith Based Organizations and Community Based Organizations.

Category: Prevention implementers – Gender Based Violence (GBV) and Child Protection in relation to
HIV/AIDS:

Focus Areas:

  1. Raising community awareness on gender based violence, the Sexual Offences Act, Childrens Act, related gender policies – targeting women, men, children, youth (in and out of school), PLWAs, persons with disabilities, religious and traditional leaders and MARPS.
  2. Coordinating and strengthening multi-sectoral anti-GBV working groups and GBV referral networks.
  3. Strengthening local community shelters for GBV survivors and child protection.
  4. Support of psychosocial support groups for GBV survivors.
  5. Support for girls’ and women’s education and economic empowerment activities as a strategy to address GBV and HIV/AIDS.
  6. Provision and referral of legal aid on GBV and strengthening paralegal networks.
  7. Strengthening male champion networks for GBV prevention and response and enhancing male involvement in FP/RH & HIV response.

Central to the above are Government partnerships and enhancing local capacity to take lead in each of the
interventions.

Any interested parties must have an established office and/or a verifiable presence in one or more of the following
Districts/Counties: Nairobi Province – Makadara, Embakasi, Kamukunji, Njiru, Starehe, Kasarani, Langata, Dagoretti and Westlands Coast Province – Mombasa, Malindi, Kilifi, Kwale, Taita-Taveta, Lamu

Eligible organizations should meet the following requirements:
