Purpose of the Post:

Under the general supervision of the Child Protection Specialist, NWZ, and technical guidance from the USSC Child Protection Specialist, the incumbent will be responsible for monitoring and implementing child protection activities in Somaliland regions, in particular those that focus on the community mobilization for child protection and social change.

The post entails monitoring of the child protection situation in the regions, promotion of community led child protection initiatives, as well as advocacy with authorities and partners on child protection issues. The incumbent will also be expected to support the formulation and design of child protection programmes and work closely with other UNICEF sectors in mainstreaming child protection in UNICEF.

The post requires a high level of technical competence and knowledge in the fields of child protection, child rights and human rights and experience in advocacy and programme planning and implementation.

Major duties and responsibilities:

A. Strengthening community based child protection

  • Work with partners and relevant authorities in the areas of FGM/C and community mobilization. This will include generating and analyzing data on the dynamics of social change at community level and develop interventions that can address the social dimensions of harmful practices against children.
  • Provide technical assistance and institutional support to partners, community representatives and relevant national and sub-national agencies on linkages between community-based child protection work and government-led child protection work. Develop training materials, guidelines and other tools to ensure the technical capacity building of local partners, government ministries and others.

B. Coordination, monitoring and oversight

  • Initiate and organize coordination meetings among partners to share information and plan activities in the field of child protection, more specifically in the areas of community mobilization and FGM/C. Shares regular information with partners on key protection issues.
  • Undertake frequent field visits to UNICEF project sites for the purpose of monitoring and providing orientation to project activities and local conditions. Prepare and share trip reports on results of visits and project process.

C. Advocacy

  • Advocate for the promotion of an inclusive community based approach to child protection.
  • Advocate with authorities and partners for ensuring the protection of vulnerable children; strengthen the protective environment in the regions, districts and communities in the specific child protection areas identified above.

Qualifications, Experience and Attributes

  • University degree in social sciences or other related field (i.e. Law, international development, human rights and humanitarian law).
  • At least two years experience in managing and implementing projects in the area of child protection, human rights, or protection for an international organization
  • Proven ability to manage budgets, write proposals, project agreement documents
  • Strong community communication skills, willingness to spend time in the field
  • Fluency in English and Somali Language required.
  • Ability to research, analyze, evaluate and synthesize information.
  • Proven skills in communication, networking, advocacy and negotiation, especially at the community level.

The post entails monitoring of the child protection situation in the regions, promotion of child protection policies and standards, as well as advocacy with authorities and partners on child protection issues. The incumbent will also be expected to support the formulation and design of child protection programmes and work closely with other UNICEF sectors in mainstreaming child protection in UNICEF.

The post requires a high level of technical competence and knowledge in the fields of child protection, child rights and human rights and experience in advocacy and programme planning and implementation.

Major duties and responsibilities:

  • Contribute towards the preparation of the Situation Analysis by compiling data, analyzing and evaluating information, and organizes coordination meetings among partners to share information and plan activities in the field of child protection. Shares regular information with partners on key protection issues and provides technical advice to partners in the field.
  • Advocate with authorities and partners for ensuring the protection of vulnerable children, strengthen the protective environment in the regions and ensure that mine-risk education is appropriately addressed.
  • Design, prepare, implement and monitor child protection project(s). Contribute to the development and/or introduction of new approaches, methods and practices in project management and evaluation in relation to child protection.

  • Collect, register and maintain up-to-date information on the situation of child protection and mine-risk education on UNICEF and partners’ project activities as well as on new legal and political developments which have a link to the situation of child protection and mine-risk education.
  • Participate in inter-sectoral collaboration with other programme colleagues. Assist in development of appropriate strategies to mainstream child protection in inter-sectoral programme development.
  • Prepare progress reports, background material for use by RPO and Project Officer, reviews incoming mail and exchange of correspondence and ensure that all policy and technical documents and reports and correspondence related to the programme are properly maintained for easy reference.
  • Evaluate and analyze financial and supply reports to ensure appropriateness of documentation, expenditures are within allotments, data is consistent with PIDB. Report to the Supervisor and/or Head of Office the outcome of reviews.

Qualifications, Experience and Attributes

  • Advanced University degree in social sciences and other related field (i.e. legal, human rights and humanitarian law). A first university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Major duties and responsibilities:

  1. Enhance effective project, sectoral or inter-sectoral planning, development and management by leading, guiding, coordinating and supporting the timely completion of the Situational Analysis and its periodic update through accurate and complete monitoring and analysis, addressing gender inequality and determinants of gender equality; ensure the timely preparation or finalization of sectoral input.
  2. Further promote knowledge management by drafting or finalizing sectoral documents and reports such as the Country Programme Recommendation and Plans of Action as well as through orientation and training programmes targeted to Government authorities. Ensure exchange of knowledge, information, experience or lessons learned; provides solid technical recommendations on major programme directions and on introduction of new initiatives in the country.
  3. Promote the quality of rights-based Nutrition projects and programmes through participation in the formulation of programme/project goals, strategies and approaches, especially those that increase gender equality. Bring coherence, synergy and added value to sectoral or project management processes using a gender-sensitive, results-based management approach to planning and design, implementation, monitoring and evaluation.
  4. Take primary responsibility for the development of the sectoral work plan and technical decisions as well as for project management, implementation and monitoring of assigned project/sectoral activity, in compliance with the defined project strategies and approaches, with an emphasis on promoting a shared understanding and approach to reducing gender inequalities and achieving gender mainstreaming. Ensure the appropriateness of financial, administrative and supply documentation; verify that Nutrition project expenditures are within allotments and that data is consistent with the project information and database (e.g., FLS, ProMS). Follow up on queries or initiate corrective action on discrepancies.
  5. Ensure project, sectoral or inter-sectoral efficiency and delivery through a rigorous and transparent approach to evaluation. Participate in major evaluation exercises, programme reviews and annual sector review meetings with government counterparts, ensuring that quantitative and qualitative lessons learned in gender equality in nutrition are included as a standard feature. Ensure the preparation of annual Nutrition sector status reports.
  6. Promote the organization goals of UNICEF through advocacy and policy dialogue through active engagement in communication, networking and participation at every opportunity inside and outside UNICEF, leveraging the strength of UNICEF mission, goals and programmes and focusing on the contributions of gender equality in achieving these goals.

Qualifications, Experience and Attributes

Analyze programme implementation reports and evaluate in relation to established programme recommendations and plans of action. Report the outcome of analyses and propose corrective actions.
  2. Undertake visits to UNICEF project sites, assess local conditions and resources, and monitor UNICEF inputs. Carry out supervision and certification of WASH projects. Save the Children in South Sudan Terms of Reference for Pharmaceutical Management Consultant

Background

In November 2009, the three Save the Children offices in Southern Sudan; Sweden, USA, and UK, combined managerial systems to provide a Unified Presence in Southern Sudan.  This structure was registered with the Government of Southern Sudan, the Ministry of Legal Affairs and the SSRRC as Save the Children in South Sudan (SC), and programs are managed by Save the Children Fund (SCUK).

The integration is the International Save the Children Alliance’s global strategy to increase the efficiency and effectiveness of Save the Children programs thereby magnifying the impact on the lives of children, mothers and their caregivers. Save the Children in South Sudan draws on the experience of each of the three Save the Children members – which together have a combined operational experience of over 40 years in southern Sudan.

Save the Children in South Sudan currently operates across nine of the ten states of southern Sudan.

Areas of intervention include: emergency response, nutrition, maternal, newborn and child health, child protection, education and HIV prevention.

Save the Children has been engaged in health service provision, working with and for children, their families and communities, in the Central and Eastern Upper Nile region, the Nuba Mountains, and Western Equatoria Regions since 2000.  Under Save the Children, US (SC/US), SC has worked in Upper Nile, Jonglei, Lakes and Western Equatoria States since 2005 and Eastern Equatoria State since 2008.

In addition to these health services, SC currently operates nutrition programming in Nyirol and Akobo County, Jonglei State. Programs and interventions consist of capacity building and institutional development (including training and community mobilization), awareness raising, advocacy, and networking for improved access to, demand for and quality of primary health care services, including nutrition, as well as HIV prevention.

In particular, the SC health program is focused on strengthening primary health care services through the Basic Package of Health Services.  As of May 2011 SC primary health care programming supports 58 health facilities in 11 counties, in five states: 48 Primary Health Care Units (PHCU), and 10 Primary Health Care Centers (PHCC). Pharmaceuticals are supplied by the MoH, however, the supplies often do not reach the facilities for months at a time, leading to stock-outs of essential medicines.

A central component of this primary health care programming benefits from a tradition of partnering with indigenous NGOs.  Currently, SC works with ten local partners in WES, Lakes, Upper Nile and Jonglei States.

In addition to primary health care programming, SC is implementing a three-year Community Case Management (CCM) program seeking to increase access to health services for a target population of approximately 650,000 people in the health programming areas listed above.  Treatments for malaria, diarrhea and pneumonia are procured by SC and provided to trained volunteers who administer them to children under five at the community level.

Save the Children’s nutrition program focuses both on the prevention and treatment of under-nutrition through the MoH/GoSS Integrated Management of Acute Malnutrition (IMAM) policies and guidelines.  We manage the pipeline of nutrition commodities and medications for nutrition programming to our field sites.

Pharmaceutical management is a growing component of our health and nutrition programs, as we are increasing the amount of pharmaceuticals and medical supplies that are provided as buffer supplies to facilities and supplies for our CCM and nutrition programming.  There is a need to review our pharmaceutical management systems, and provide capacity building opportunities for SC staff and local partners to appropriately manage supplies.

Job Purpose

To conduct an assessment of SC internal operating procedures for the management of pharmaceuticals and medical supplies, and subsequently, in collaboration with operations team, ensure that strong systems are in place for ordering, receiving, storing, distributing and reporting pharmaceuticals and medical supplies to SC field sites and partner agencies.

Key Outputs

  • Assess the existing SC mechanisms and staff capacities for management of pharmaceuticals, medical equipment and consumables in Juba office and field sites.
  • Develop a system for estimating annual supply needs and possible sources for buffer stocks of medications and supplies for emergency health response
  • Ensure adequate systems for :
  1. Reception of pharmaceuticals and medical supplies
  2. Physical organization of the stores, including security management
  3. Stores management
  4. Preparation of outbound supplies
  5. Record keeping a filing systems
  6. Inventory Taking and stock reconciliation
  • Develop computerized and user friendly stock-management system for pharmaceutical supplies in central store in Juba
  • Introduce standard and consistent monthly, quarterly and yearly reporting systems on pharmaceutical as well as related supplies
  • Develop plan, procedures, and a brief guideline and for appropriate disposal of expired pharmaceuticals
  • Develop brief guidelines detailing the internal systems for making requests from Juba stores, management and monitoring of pharmaceuticals including all other logistics related to pharmaceuticals and medical equipment in line with SCiSS’s exsiting logistics guidelines. The guidelines should be user friendly, practical and for day to day use by all staff
  • Provide training and capacity building to current Medical Logistician to ensure he can take over management of pharmaceutical and medical supplies within the operations department
  • Visit at least two field sites to assess pharmaceutical and medical supply management systems
  • Provide ToT to key health and operations staff on pharmaceutical and medical supplies management systems
  • Identify suppliers who can be pre-qualified for the purchase of non-pharmaceutical medical supplies locally and liaise with SCUK to identify possible regional suppliers for pharmaceuticals and supplies
  • Develop standard specifications for frequently ordered pharmaceuticals and medical supplies

Requirement for consultant

  • Post-graduate degree in pharmaceutical science or equivalent in public health or medical logistics
  • At least 3 years experience in managing drug supply systems and consumables in humanitarian settings, preferably with NGOs
  • Proven experience developing guidelines on pharmaceutical supply management
  • Experience working with health systems development in fragile states
