Background
Plan is an international child-centred community development organization without political, religious or governmental affiliations.
Objective
- To assess the relevance, effectiveness and appropriateness of the strategy which Plan has followed for the last 5 years in working with community based organisation and to recommend changes or alternative approaches.
Scope and Coverage
- The scope of the study will include comprehensive literature review and the design and implementation of a survey of sampled CBOs
Terms of Reference
The consultancy will consider such areas as relevance, governance, representation, accountability and legitimacy.
