Director, Policy Advocacy & Membership Development

Reporting to the Executive Director, this position will provide leadership to the Federation’s Policy Advocacy & Membership Development as key areas of delivery, it will also provide support to other functions as per the responsibilities outlined below.

Key Responsibilities

  • Develop and implement a strategic advocacy policy for FKE to facilitate development and implementation of effective marketing plan to drive growth of membership.
  • Develop position papers for advancing the advocacy agenda on behalf of employers.
  • Collaborate with other stakeholders to strength the analytical and advocacy capacity of FKE.
  • Facilitate development and delivery of dynamic products that effectively address market needs.
  • Develop and implement effective management systems (policies, processes and tools) to enhance membership  services.
  • Integrate use of current technology in research, information management, marketing, delivery and management of membership services to improve efficiency and quality of decision-making for competitive advantage.
  • Establish performance standards for key functions in the area of operation
  • Enhance business development to support service delivery.

Education and Experience

  • Be a holder of at least a Masters Degree in Social Sciences, preferably Economics Marketing, Public Policy and a minimum of 10 years experience at a senior management level in a membership based organization.
  • Demonstrated knowledge and understanding of Research and Policy Analysis, track record of publications, excellent writing and communication skills are a requirement.
  • S/he should have strong leadership, organization and coordination skills as well as be able to work independently, in a team and in partnership with other organizations.
  • The incumbent should be an excellent researcher and public speaker,

PR & Communications Manager

Reporting to the Executive Director, the successful candidate will develop programs to enhance FKE’S visibility, improve brand and position FKE in the market place. S/he will also oversee all internal communication including press releases, marketing collateral, publications, web content and other web communications.

Key Responsibilities

  • Formulate, implement and manage an effective communications strategy to promote the organization’s image and reputation.
  • Maintain effective media relations, establish and maintain regular contacts with media representatives and other stakeholders as well as the general public in order to promote the organization’s goals/ activities.
  • Strengthen partnerships and networks with the organization’s stakeholders, particularly government agencies, development partners, NGO’s and private sector organizations.

Education and Experience

  • Relevant University degree in Communication or Public Relations
  • A post graduate qualification in Public Relations or mass communication is necessary for this position
  • At least five years experience in a senior PR & Communications position in a busy environment
  • Experience in content development and design of PR and communication strategy
  • S/he will be expected to possess relevant skills to manage corporate events, guide development of corporate communication policy and strategy, prepare relevant communication statements and approaches to engage members and other partners.

Administration Officer

This position primarily manages the administration activities with the objective of providing quality administrative support services to the entire organization.

Key Responsibilities

  • Develop and implement the procurement system (Policy, process, system).
  • Coordinate purchases of requirement as per procurement policy
  • Develop and implement inventory management system for office supplies
  • Develop and implement asset disposal system (policy, process, tools)
  • Liaise with other user departments to ensure that all office utilities are used cost effectively
  • Develop and implement facilities/property maintenance systems
  • Develop and implement effective insurance management systems to ensure cost effective and adequate cover, and claims recovery
  • Develop and implement transportation coordination system that ensures high quality of service yet cost effective
  • Develop and implement effective security system for FKE’s assets and property

Education and Experience

  • University Degree with a bias in procurement and logistics and at least 4 years experience working in a similar position or handling the same responsibilities are the basic requirements for this position.
  • Practical experience in use of relevant MS Office application is also a required.

Short Term Consultancy

The Government of Kenya established the Interim Independent Electoral Commission (IIEC) following recommendations by the Independent Review Commission of the 2007 Post-Elections (IREC) and subsequent enactment of the Constitution of Kenya (Amendment) Act No. 10 of 2008.

It replaced the defunct Electoral Commission of Kenya which was accused of mismanaging the 2007 parliamentary and presidential elections resulting in the loss of over 1000 lives and displacement of hundreds of thousands of people.

The mandate of the IIEC was very specific and included:

  • Reforming the electoral process and management of elections in order to institutionalize free and fair elections;
  • Establishment of an efficient and effective secretariat;
  • Promotion of free and fair elections;
  • Creation of a new voter register;
  • Efficient supervision of elections and referenda;
  • Development of a modern system for the collection, collation, transmission and tallying of electoral data;
  • Facilitation of the observation, monitoring and evaluation of referenda;
  • Promotion of voter education and a culture of democracy;
  • Settlement of minor electoral disputes during an election as may be provided for by law.

Related to the above, the UNDP is seeking the services of a National Consultant to undertake an assignment
whose overall objective is to:

  1. assess the impact of the “Support to Electoral Reforms and Constitutional Referendum Processes in Kenya” Project and
  2. produce recommendations for future electoral assistance programmes.

The Evaluation is expected to improve the effectiveness of electoral assistance programmes supported by UNDP and its partners in strengthening electoral systems and processes in Kenya.

Background Information

The UN Convention on the Rights of Persons with Disabilities (UNCRPWD) and its Optional Protocol was adopted on 13th December 2006 at the United Nations Headquarters in New York, and was opened for signature on 30th March 2007. Currently, there are 44 signatories to the Optional Protocol and 85 ratifications of the Convention.

This is the highest number of ratifications in the history to a UN Convention on its opening day. It is the first comprehensive human rights treaty of the 21st centaury and is the first human rights convention to be open for signature by regional integration organizations.

The Convention marks a “paradigm shift” in attitudes and approaches to persons with disabilities. It takes to a new height the movement from viewing persons with disabilities as “objects” of charity, medical treatment and social protection towards viewing persons with disabilities as “subjects” with rights, who are capable of claiming those rights and making decisions for their lives based on their free, and informed consent as well as being active members of society.

The Convention is intended as a human rights instrument with an explicit social development dimension. It adopts a broad categorization of persons with disabilities and reaffirms that all persons with all types of disabilities must enjoy all human rights and fundamental freedoms. It clarifies and qualifies how all categories of rights apply to persons with disabilities and identifies areas where adaptations have to be made for persons with disabilities to effectively exercise their rights and areas where their rights have been violated and where protection of rights must be reinforced.

The Convention was negotiated during eight sessions of an Ad Hoc Committee of the General Assembly from 2002-2006, making it the fastest negotiated treaty. Kenya is a party to the Convention on the Rights of Persons with Disabilities having signed the Convention on 30th March 2007 and ratified it on 19th May 2008.

Article 35 of the Convention obligates each State Party to prepare and submit a report to the UN Committee on the Rights of Persons with Disabilities outlining the steps it has undertaken to implement the Convention. Kenya is scheduled to submit its initial report to the Committee in May 2011.

The Ministry of Gender, Children and Social Development which is mandated to coordinate issues of Persons with Disabilities works in partnership with the Kenya National Commission on Human Rights (KNCHR) which is mandated to act as the chief legal advisor to Government on compliance with its obligations under international human rights treaties and conventions and other stakeholders in the disability field.

In view of the above, the MGC&SD wishes to recruit a consultant to coordinate relevant State and non-state agencies to begin preparing the Kenya report under Article 35 of the CRPWD which requires member states to present periodic reports on the convention.

General Objective of the Consultancy

  • To develop the 1st Kenya country report on the implementation of the Convention on Rights of Persons with Disabilities (CRPWDs) through a consultative process

Specific Terms

1. The consultant will be expected to familiarize him/herself with the following documents:

  • UN Convention on the Rights of Persons with Disabilities
  • Persons with Disabilities Act 2003
  • Draft National Disability Policy
  • Other status reports already submitted by the Government to the UN
  • Relevant human rights instruments
  • Other relevant documents

2. Present an inception report to the Ministry, NCPWDs and UNDP for approval before commencement of assignment

3. Provide guidance to the drafting teams

4. Lead the drafting teams in preparing the initial draft report

5. Facilitation of a 5-day report writing workshop

6. Presentation of draft report to the Ministry, NCPWDS & UNDP

7. Present the report for validation in a one day workshop

Finalize report & forward to the ministry in both soft and hard copies with enough copies for the NCPWDs and UNDP

Short Term Consultancy on Mid Term Review of the First Medium Term Plan 2008 – 2012

1.0 Introduction

The Ministry of State for Planning, National Development and Vision 2030 plays a key and strategic role in the formulation, implementation, monitoring and evaluation of Macro and Sectoral Development Policies and programmes. The Ministry intends to engage a firm to provide a consultancy service on the mid-term review of the First MTP 2008-2012 that will provide an assessment on the extent to which the policies, programmes and projects of the first MTP 2008-2012 were achieved.

2.0 Scope of Work

The Consultancy firm will be expected to undertake the following tasks:

i) Conduct a desk review of the key policy documents including: Kenya Vision 2030, First Medium Term Plan 2008 – 2012, MTP Sector Plans, Ministries Strategic Plans, Handbook of National Reporting Indicators, Annual Progress Reports on the Implementation of the First Medium Term Plan 2008 – 2012 of Kenya Vision 2030, Public Expenditure Reviews, Ministerial and District Annual Monitoring and Evaluation Reports 2009/2010, among others.

ii) Undertake field work/data collection, which will involve: sampling of two-three flagship projects per MTP 2008-2012 pillar and taking cognizance of the geographical spread and developing questionnaires for Field Survey, Focuse Group Discussions and Key Informants Interview and Field visit of the sampled flagship projects

iii) Undertake data analysis, evaluate the results achieved against the MTP 2008-2012 objectives and Kenya Vision 2030 goals and targets, identify lessons learnt and provide recommendations for implementing the remaining period of the MTP 2008-2012 and preparation of the second MTP 2013-2017.

iv) Examine the adequacy and relevance of the indicators in the National Handbook of Reporting Indicators.

v) Prepare the first and second draft Mid-Term Review (MTR) Report on MTP 2008-2012 of Kenya Vision 2030 based on the comments received from the stakeholders workshop

vi) Prepare and submit a final MTR report based on comments received from the validation workshop and other stakeholders and make recommendations for the preparation of the second MTP (2013-2017).

3.0 Expected Deliverables and Outputs

The successful firm will be expected to prepare:

i) An inception report which will address the following elements: Overview of MTP 2008-2012 of Kenya Vision 2030, Expectations of the First draft MTR report, Second draft MTR report and Final MTR report of the MTP 2008-2012, Roles and Responsibilities of the consultancy firm and the Management Team, Methodology for data collection specifically sampling methodology, target groups and data collection tools, Outline of the MTR report, Data and Information Analysis and Work Schedule;

ii) First draft Mid-Term Review of the MTP 2008-2012;

iii) Second draft Mid-Term Review of the MTP 2008-2012; and

iv) Final Mid-Term Review of the MTP 2008-2012.

4.0 Qualifications, Experience & Skills

4.1 Consulting Firm

  • Must be thoroughly conversant with the overall National Planning and Budgeting Process
  • Must have an understanding of National Development priorities and challenge
  • Must be conversant with the global development perspective
  • Must be conversant with the Kenya Vision 2030, MTP 2008-2012 and Sector Plans
  • Must have experience in undertaking similar exercise; International experience will be an added advantage

4.2 Team Leader

  • Must have a minimum of a Masters degree
  • Must have a minimum of 15 Years working experience
  • Must be knowledgeable in Socio-economic development
  • Must be knowledgeable in Strategic Planning and Management
  • Must be knowledgeable in Public policy and Analysis (M& E expert will have an added advantage)

4.3 Other Team Members

  • Must have any of the above
  • Should be knowledgeable in the field of social, economic and political pillars in line with the three pillars of the Vision 2030.
  • Team composition must be multi disciplinary in nature.

Preamble

The Government of Kenya has set aside funds under the Ministry of State for Public Service to undertake a Job Evaluation in the Public Service. The Government therefore, intends to apply some of these funds to commission a reputable Consultancy Firm/organization or a Consortium of Firms to carry out A Job Evaluation Exercise.

The exercise will cover Job Groups ‘P’ and above in the Civil Service and the equivalent levels in the Kenya National Assembly, the Judiciary, Kenya Anti-Corruption Authority and other selected Public Agencies.

The outcome of the exercise will enable the Government determine the comparable worth of jobs and facilitate development and implementation of an harmonized Pay Policy, the results of which will be used as a basis for review of grading structures and salary/ compensation structures in the Service.

Objective for the Job Evaluation Exercise:

The main objective of the Job Evaluation Exercise will be to evaluate six (6) Jobs in Public Service (excluding the Military) and other top level jobs in selected Public Service Agencies; determine their comparative worth; and produce a rationalized, harmonized, defensible and equitable job-grading structures.

The assignment tasks will be undertaken in close working collaboration with a team from the Ministry of State for Public Service and will involve:-

  1. Preparation of a Concept Paper, drawing upon comparable international best practices.
  2. Developing a Strategy Paper or handboook based upon the Public Service considered response to the Concept Paper. The Strategy paper should provide a detailed guideline to the approach adopted for undertaking the Job Evaluation exercise; define the methodology and instruments to be used in the exercise; provide a sequenced programme of actions on implementing the Job Evaluation Results; identify training needs required to undertake the exercise; and identify any necessary preparatory work that must be completed prior to commencing the Job Evaluation exercise.
  3. Undertaking a Training Programme on Job Evaluation for a Core Team of officers. This will enable the Public Service build capacity and capabilities to successfully undertake implementation of the Job Evaluation Report. The training should include in-depth instruction on the use and analysis of all instruments to be used in the exercise.
  4. Undertaking a Job Evaluation exercise in the Civil Service and selected Public Service Agencies.

Job Evaluation Output/Deliverables

The key expected outputs/deliverables of the Job Evaluation exercise will be:-

  1. The Concept Paper on Job Evaluation;
  2. Inception Report on the assignments with detailed finalized work plans;
  3. Strategy Paper or Handbook on Job Evaluation programme; and Job Evaluation Report which will contain but not limited to details on Job Evaluation Results; and Job Analysis Results;

The Ministry of State for Public Service now invites bids from Consultants/Firms interested in providing the above service. Interested Consultants/Firms must provide a statement of capabilities and qualifications to undertake the exercise. Consultants may associate to enhance their capabilities.

Duration

The exercise is expected to take six (6) months.

Short listing

A shortlist of qualified consultants/firms will be compiled in accordance with the Public Procurement and Disposal Act and other relevant Laws. Only shortlisted consultants or firms will be contacted.
