Responsibilities include:

Position Requirements:

  • Excellent demonstrated knowledge of HIV prevention science, methods, and evidence for effectiveness in both generalized and concentrated epidemics, particularly in African and/or Asian settings.
  • Substantial experience working and providing technical assistance in developing countries.
  • Record of peer reviewed publications and presentations at scientific/technical meetings.
  • Proven track record of leading proposals and securing funding from multiple sources.
  • Capacity to mentor and transfer knowledge to staff.
  • Fluent written and oral English; ability to speak French an asset.

Request for Expressions of Interest for Consultancy Services for Storm Water Drainage (SWD) Facilities

1.0 The Government of Kenya has received a credit from International Development Association (IDA), and intends to apply part of the proceeds for procurement of Consultancy Services for Storm Water Drainage (SWD) Facilities to assist the Ministry of Local Government and the Kenya Municipal Programme, comprising:

Part A: Review and update Existing Feasibility Studies, Carry out Detailed Designs, Preparation of Tender Documents and Operations and Maintenance Manuals for Storm Water Drainage Works in Naivasha, Garissa, and Malindi Towns;

Part B: Carry out Feasibility Studies, Detailed Designs, Preparation of Tender Documents and Operations and Maintenance Manuals for Storm Water Drainage Works in Kericho, Embu, Nakuru, Kitui, Eldoret and Kakamega Towns

2.0 The Scope of services will require the consultant to:

Part A: Naivasha, Garissa and Malindi

  • Review and update existing feasibility studies and prepare updated feasibility report;
  • Carry out inspection of all the proposed sites of the facilities and confirm their availability in consultation with the Local Authorities;
  • Develop and apply priority criteria for ranking the investment needs for Naivasha, Garissa and Malindi towns;
  • Recommend suitable measures to be adopted and prepare preliminary and final designs of the facilities;
  • Carry out an Environmental Impact Assessment (EAI) and prepare the EAI Report according to the regulations of the National Environmental Management Authority (NEMA) of Kenya and the World Bank Guidelines, and considering the prevailing Kenyan Environmental rules and regulations. All proposed measures in the final design have to comply with the regulations of NEMA concerning the protection of the environment. The Consultant shall facilitate the processing of the construction licences from NEMA;
  • Develop Environmental Management Plans (EMPs) and guidelines, where applicable, to manage identified impacts;
  • Develop social impact assessment and guidelines, where applicable, to manage identified impacts;
  • Prepare draft and final design reports, including drawings and other details showing the proposed construction layouts concrete works details which may from time to time be submitted by the would be Contractor;
  • Prepare Engineers Estimate for the agreed works;
  • Prepare economic justification of investment by either cost benefit analysis or, for small works, below US$500,000 by cost effectiveness;
  • Prepare draft and final tender documents based on World Bank guidelines;
  • Carry out an assessment of the current operation and maintenance of the existing storm water drainage system in Naivasha, Garissa and Malindi towns. Recommend suitable measures to be taken in view of the additional storm water drainage system investment;
  • Develop outcome indicators of these investments within the scope of the project indicators as provided for in the Project Appraisal Document (PAD)
  • Prepare operations and maintenance manual of the facilities; and
  • Prepare a Resettlement Action Plan in accordance with the World Bank Guidelines.

Part B: Kericho, Embu, Nakuru, Kitui, Eldoret and Kakamega Towns

  • Carry out feasibility studies on storm water drainage facilities and prepare the Feasibility Report;
  • Undertake activities under Part A above bullets numbers b,c,d,e,f,g,h,i,j,k,l,m,n and o but for Kericho, Embu, Nakuru, Kitui, Eldoret and Kakamega Towns

3.0 The assignment is expected to take eight (8) calendar months.

4.0 The Ministry of Local Government now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar consultancies, availability of appropriate skills among staff, etc).

5.0 Interested consultants should preferably have undertaken a similar assignment in the last five years.

6.0 Consultants may associate to enhance their qualifications.

7.0 The consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrower, May 2004 (Revised October, 2006 and May, 2010).
