The United States Agency for International Development (USA1D) Kenya Mission seeks to fill the position of Monitoring & Evaluation/ Gender Specialist in its Democracy & Governance (DG) Office.
The position is based in Nairobi and is open to qualified Kenyan citizens.
Basic Function of the Position:
The incumbent serves as the principle Democracy and Governance specialist on monitoring and evaluation (M&E) and the principle gender and development specialist for the USA1D Mission.
Under the direction of the DG Office Chief, the incumbent provides a full range of consultative, advisory, information gathering, analytical, and evaluative responsibilities in the M&E and gender fields.
The incumbent also provides technical services to support the preparation and approval of DG activity design, program implementation, monitoring, results reporting, drafting of annual reports, and review of strategic frameworks.
S/he has direct responsibility for the management of the Women Empowerment and Justice Initiative and gender-related activities.

Education: A Master’s degree in a pertinent field such as gender and development studies, evaluation, economics, women’s studies, statistics, international development, anthropology, or other related area.
Experience (40%): A minimum of seven years experience with gender integration and empowerment, including experience in program development and management. Demonstrated experience with practical approaches for advancing gender equity in developing countries. A minimum of seven years experience in program monitoring and evaluation, strategic planning, impact assessment, and reporting. Prior work experience with an international donor and/or government in the region is highly desirable. Experience working in a cross-cultural setting on teams with individuals of varied backgrounds.
Knowledge (30%): In-depth understanding of gender-based programming, women’s empowerment in development, and gender mainstreamtng. Extensive knowledge and demonstrated experience with the theory, practice, and policies governing M&E of development programs and projects. Practical experience in strategic planning and valuation/impact assessments. The incumbent must know, or be willing to learn, relevant U.S. Government (USG) procedures, regulations, programmatic processes, and policies that govern grant and contract management,
Skills & Abilities (30%); Fluency In English with strong English writing skills and the ability to produce complex documents that require minimal editing. At least a working knowledge of Kiswahili. Experience working with updating and maintaining databases. Strong computer skills, including Microsoft Office Suite. Ability to work with minimum supervision and produce accurate and timely data and reports in a high-pressure environment under tight deadlines. Excellent communication and interpersonal skills including the ability to develop and maintain high-level contacts in both government and business circles.
