1. Asset Development Manager

Reporting to the Technical Manager, the position will be responsible for:

  • Preparing investment proposals for donor funding;
  • Preparing contract documents, including evaluation of prequalification of documents, evaluation of proposals and tender works;
  • Management of consultants and carrying out a review of the consultants’ reports;
  • Ensuring adherence to design and construction standards by consultants;
  • Developing new water and sewerage schemes;
  • Monitoring and supervising the development /construction and rehabilitation of water supplies;
  • Monitoring operations and maintenance of activities of Water Service Providers;
  • Preparing of work plans and budgets;
  • Carrying out design of water and sewerage infrastructure; and,
  • Carrying out structural design of water and sewerage infrastructure.

Requirements for the position

  • Have a University Degree in Civil Engineering from a recognized Institution
  • Must be a registered engineer with ERB and a corporate member of the IEK
  • Have a minimum of 5 years experience in water and sewerage project design, project management, project supervision and contract management, two years of which should served in senior management.
  • Proven interpersonal, management and communication skills;
  • Computer literacy and familiarity with standard office computer applications; and
  • Ability to work under pressure and meet deadlines.

2. Asset Development Officer

Reporting to the Asset Development Manager, the position will be responsible for:

  • Assisting in the preparation of investment proposals for donor funding;
  • Participate in the evaluation of prequalification of documents, evaluation of proposals and tender works;
  • Ensuring adherence to design and construction standards by consultants;
  • Monitoring and supervising the development /construction and rehabilitation of water supplies;
  • Coordinate monitoring of the operations and maintenance of the activities of Water Service Providers;
  • Ensure maintenance of the relevant records related to the Asset Development, work plans and budget; and
  • Assist in preparing work plans and budgets

Requirements for the position

  • Have a University Degree in Civil Engineering from a recognized Institution and a minimum of 3 years experience in water and sewerage projects.

  • Have a Higher National Diploma in Civil Engineering from a recognized Institution with a minimum of 5 years experience in water and sewerage projects.
  • Have excellent interpersonal and communication skills;
  • Must be computer literate and is familiar with standard office computer applications; and
  • Ability to work under pressure and meet deadlines.

3. Human Resource Officer

Reporting to the Human Resource Manager, the position will be responsible for:

  • Updating and maintaining Terms and Conditions of service manual, policies and relevant GOK circulars;
  • Reviewing and updating job descriptions as required from time to time;
  • Assisting staff acquire relevant documents such as NSSF, NHIF and PIN cards;
  • Updating and maintaining an up to date staff database.
  • Contribute to LVNWSB’s training and staff welfare policies, strategy, plans and budgets;

Reporting to the Senior Accountant, the position will be responsible for:

  • Coordinating financial planning and budgetary process and subsequent monitoring of implementation;
  • Continuously analyzing and advising the Board on how the financial resources are being used so as to create value for stakeholders;

  • Ensuring that the accounting system is updated and rolled over to the next period on monthly basis;

Reporting to the Managing Director, the Technical Manager will ensure that all the technical resources of the Company are well managed.

The Specific Duties and Responsibilities will be:

  • Directing, coordinating, controlling, monitoring and managing the Company’s technical operations and ensuring good operation and maintenance of infrastructure for quality water and sanitation services
  • Ensuring that the water is treated and that the quality meets WHO Standards
  • Ensuring that the Unaccounted For Water (UFW)/Non-Revenue Water (NRW) is reduced to acceptable levels
  • Ensuring proper management of the technical assets
  • Developing departmental strategies, targets, policies, procedures and plans to facilitate achievement of overall Company’s objectives

Job Specifications

  • Have demonstrated ability to manage water and sanitation utilities with sound innovations

Main Tasks:

  • To work closely together with Governance Counsellor at the Embassy of Finland in order to monitor and analyse the state of governance, democracy and human rights in Kenya as well as the Kenyan Governments’ efforts, including the reform agenda, in these fields. Within good governance, to pay special attention to state of corruption in Kenya as well as to monitor anti-corruption efforts and to assess their success. Report regularly on these subjects and prepare special briefs when required.
  • Follow specific programmes in the governance, justice and gender sector Finland is supporting through development cooperation. This includes i.a. identification, preparation, implementation and monitoring of such programmes.
  • Participate, on behalf of the Embassy, in Development Partners’ coordination and cooperation in the fields of governance, democracy, human rights and gender equality.
  • Make recommendations of support to Kenyan national actors, including CSOs, in good governance, democracy, human rights and gender equality. Monitor use of such support and report thereof.
  • Any other tasks assigned by the Head of Mission.

Qualifications:

The successful candidate should have:

  • Master’s Degree or equivalent in a relevant field (e.g. law, political science, development studies).
  • Minimum 5 years working experience related to promotion of good governance, democracy and human rights.
  • Good understanding of development issues and international development cooperation.
